Construction Management in the Planning of Major Renovation Works for Government Buildings in Heritage Conservation Areas: A Case Study on Jl. Cimahi, Jakarta

Abstract

This study examines construction management strategies in the major renovation project of government-owned buildings belonging to the Kutai Kartanegara Regency, located within the heritage conservation area of Jl. Cimahi, Jakarta. Renovation in protected zones requires a specialized approach, as the project must address not only the technical aspects of construction but also comply with stringent regulations concerning the preservation of colonial architectural elements and the historical value of the structures. The primary objective of this study is to evaluate the effectiveness of time planning and schedule control using construction management methodologies, namely the Critical Path Method (CPM), Work Breakdown Structure (WBS), and S-curve analysis. The methodology employed is a case study approach, with data gathered from technical project documentation, weekly on-site observations, and semi-structured interviews with key project stakeholders. Findings indicate that the implementation of a WBS structured by work zone segmentation, combined with a CPM diagram to identify the critical path, significantly improved task sequencing and minimized the risk of delay. The S-curve evaluation revealed the largest progress deviation occurred in week 5, reaching -7%, which was mitigated to 0% by the end of week 12 through acceleration strategies and parallel task execution. The use of project management software such as Microsoft Project, along with routine weekly coordination meetings, proved to be critical in maintaining consistent field execution. The study concludes that disciplined time scheduling and data-driven monitoring are essential for successful project execution in conservation areas. Furthermore, this research offers practical implications for managing similar projects and enhances theoretical understanding of construction management within the context of historical building preservation. These findings are expected to serve as a reference for policymakers, contractors, and design consultants involved in urban conservation-oriented physical renovation projects.
