Master Plan for the Waste Management System of Kutai Timur Regency, 2022–2046

The waste management problem in Indonesia has evolved into a multidimensional issue that not only concerns environmental cleanliness but also encompasses social, institutional, and governance aspects. Kutai Timur Regency, with a territorial area of 35,747.50 km² and a population exceeding 424,000 inhabitants, faces serious challenges in waste management due to the continued reliance on the conventional and inefficient "collect-transport-dispose" system. This study aims to develop a comprehensive Master Plan for the Waste Management System (RISPS) of Kutai Timur Regency for the period 2022–2046 by integrating technical, institutional, regulatory, financial, and community and private sector participation aspects. The methodology employed includes service area surveys, waste generation and characterization analysis based on SNI 19-3964-1994, demographic studies, and multi-source financial analysis. The findings reveal that in 2020, waste generation reached 212.085 tons/day, yet only 28.47% was transported to the final disposal site (TPA). The waste composition is dominated by organic fractions (over 70%), with physical characteristics that are suitable for composting and thermal processing. The analysis of the existing system indicates a low service coverage (32.25%), limited fleets and facilities at the temporary and final disposal sites (TPS/TPA), outdated regulations, and minimal collaboration with both the community and the private sector. The proposed development plan is divided into three phases: short-term (2022–2026), medium-term (2027–2036), and long-term (2037–2046), with a targeted service coverage of 80% through a regional zoning approach. The formulation of this RISPS is expected to serve as a strategic framework for achieving integrated, effective, and sustainable waste management in Kutai Timur Regency.
