Assessment of Slum Indicators and Settlement Intervention Priorities Using a Spatial Analysis Method: Case Study of the Wanasari Area, East Kutai Regency

Abstract

Slum settlements at the village level constitute a significant challenge in achieving sustainable development, especially in border areas such as Wanasari Village, Kongbeng District, East Kutai Regency. This study aims to assess the degree of slum conditions and to determine intervention priorities by using a 7+1 slum indicators approach integrated with a spatial analysis method. Data were collected through field surveys, direct observation, and QGIS-based mapping. The assessment results show that Wanasari Village has a slum score of 72, which falls into the severe slum category. The most dominant problems lie in the indicators of building conditions, neighborhood road infrastructure, drainage systems, waste management, and land tenure status. Through spatial mapping, intervention priority zones were obtained, which reinforce the spatial data foundation for evidence-based decision-making. This approach provides a visual illustration of the distribution of slum conditions and supports a more quantifiable, transparent, and efficient planning process. The research concludes that integrating quantitative and spatial methods is highly effective in formulating slum-area development strategies at the village level. These findings can be adopted in local planning documents such as the Village Medium-Term Development Plan (RPJMDes), as well as in proposals for national programs like KOTAKU or the Special Allocation Fund (DAK) for settlement improvements.
